GENERAL
GUIDELINES:
- All
the documents issued in English or any other local language
will have to be duly translated in Portuguese and attested
by all the local Authorities including Portuguese Consulate,
within whose jurisdiction the document is issued or
translated.
- Documents
of Birth proof in Goa, Daman & Diu are as under:-
1. Primary evidence: Birth Teor.
2. Secondary evidence: Birth Extract.
3. Tertiary evidence: Baptism Certificate.
However, the reason for non-availability is substantiate
by certificate from Conservador do Registos Civil, certifying
so. Only Birth, Marriage and Death Teors issued in Goa,
Daman & Diu (Estado da India) prior to 1969 are
in Portuguese. The rest of the Birth, Marriage and Death
and any other relevant documents are issued in English.
- Cases
where the Birth Teors cannot be issued due to books
of Birth Teors being destroyed reliance will be placed
on Birth Extract and a Certificate from the Sub Registrar
saying so will have to be obtained supported by Baptism
Certificate. In such circumstances the following documents
will be in addition:-
1. Birth Extract.
2. Certificate by the respective Conservador do Registo
Civil of Destruction of books of Registo de Nascimento
and hence Extract of Birth is issued.
3. Baptism Certificate.

Cases where the Birth Teor as well as Birth Extract
cannot be issued due to books of Birth Teor and Birth
Extracts being destroyed reliance will be placed on
the Baptism Certificate. In such circumstances the following
documents will be in addition:-
1. Certificate by the respective Conservador do Registo
Civil of Destruction of books of Teor and Extract hence
no Certificate of either Birth Teor or Extract can be
issued.
2. Baptism Certifiate.

All Births and Marriages which have taken place within
the jurisdiction of Portuguese Consulate, Goa but outside
Goa, Daman & Diu will be supported by Parochial
(Church) documents, duly attested by the local Authorities
within which the Certificate is issued and the Portuguese
Consulate, Goa.

All Births and Marriages which have taken place outside
the state of Goa, Daman & Diu and out of the Portuguese
Consulate, Goa jurisdiction will be supported by Parochial
(Church) documents, duly attested by all the local Authorities
within whose jurisdiction the Certificate is issued
and the Portuguese Consulate, Delhi.
- Birth
/Marriage/Death certificates or any other documents
issued by the Authorities out of the jurisdiction of
Portuguese Consulate Delhi (i.e. outside India) are
attested by the respective local Authorities within
whose jurisdiction they are obtained and the Portuguese
Consulate therein.
- All
faithful translations in Portuguese of the documents
in other languages will be attested by the local Authorities
where such translations are being done including the
Portuguese Consulate.

It is our practice to encourage the clients to transcribe
the Birth of the spouse/parent whose documents are in
a Teor form rather than the ones whose Teors cannot
be obtained. We prefer to transcribe the Birth, Marriage
and Death of the deceased spouse/parent when the documents
of the surviving spouse are defective.

Please be informed that the minimum time required for
the process for Transcription of Birth and acquisition
of Portuguese Nationality for Applicants born prior
to 19th December 1961 is one year. And where the transcription
of Birth and Marriage of parents is involved the minimum
time is required is one and half year.
The
above list is prepared by us on the bases of experience
we have gathered over a period of time working in the
Nationality / Passport issues and suggestions from experienced
lawyers and authorities in this field. However we would
